About ROSATTE

Context

Over the past years, important research and development activities towards advanced driver assis-tance (ADAS) systems have been undertaken, in which digital map content plays an important role. Those European activities have come to the conclusion that:

(1) digital road databases and digital maps can contribute substantially to improving road safety and mobility, and

(2) deployment of map-based safety applications for driver support requires as a top priority the creation and delivery of consistent, pan-European and up-to-date road data.

Motivations

Geographic information is needed for various road network related activities, among which are road operation, vehicle navigation, infrastructure planning and construction. Accurate and up-to-date safety related road network attributes are particularly important for efficient road operation and administration, and for safe driving along the European road network.

With ADAS systems becoming technically and commercially feasible - at an initial stage as information services only - high quality map content becomes a prerequisite for their success. Especially with regards to safety related road content public authorities could play an important role here, yet the supply of relevant quality ensured data remains an unsolved issue.

The reality today is a rather complex landscape of multiple data providers, multiple formats, varying availability and quality of data and long delays between data updates. Road authorities and infrastructure operators are usually at the beginning of the information chain, being responsible for the physical implementation, equipment and maintenance of roads. The sophistication of data management and provision on this level varies across Europe.

The major problem is how to ensure timely and easy access to road information owned and main-tained by thousands of road authorities. In addition mechanisms are needed to enhance the quality of the available data in terms of accuracy, correctness and up-to-datedness, and to enable multi-level (local/national/European) aggregation of the data.
